EATG is publishing a community-led report on the implementation of HIV combination prevention in Italy, Armenia, Sweden, Slovenia, Ireland, Croatia, Turkey and Spain. Community-based organisations in these countries applied the SCOPE HIV Combination Prevention Checklist to assess both their own services and the broader national environment affecting key populations.
Developed within the framework of the SCOPE – Amplifying Community Voice for Prevention project[1], the checklist was conceived as a practical online self-assessment tool to support community organisations in evaluating the implementation of HIV combination prevention at country level. This report reflects the use of the revised second edition of the checklist, updated through feedback gathered during the pilot phase and refined collaboratively by the research consultant and members of the SCOPE Community Expert Group.
EATG partnered with Comitato per i Diritti Civili delle Prostitute APS (Italy), National Trans Coalition Human Rights NGO (Armenia), Noaks Ark Mosaik (Sweden), ŠKUC-Magnus (Slovenia), GOSHH Ireland CLG (Ireland), ISKORAK (Croatia), Red Ribbon Istanbul (Turkey) and Apoyo Positivo (Spain).
The SCOPE Checklist supports rapid community assessments of local HIV prevention services to identify areas for improvement. It addresses the needs of trans and gender diverse people, people who use drugs, those engaging in chemsex, sex workers, and migrant, mobile, and displaced populations. It can also be used for advocacy on scaling up and improving service quality.
The assessment framework draws on the objectives of the Global AIDS Strategy 2021–2026 and the latest WHO guidelines on HIV, viral hepatitis and STI prevention, diagnosis, treatment and care for key populations (2022).

This report provides an important community-led perspective on the implementation of HIV combination prevention across diverse national contexts. By documenting lived realities and implementation challenges, it contributes evidence for policymakers, public health institutions, donors and civil society actors working to strengthen equitable and effective HIV responses in Europe and neighbouring regions.
The report further highlights the need for sustainable investment in community-led services, meaningful involvement of key populations in decision-making processes, and stronger accountability mechanisms to ensure that international commitments translate into accessible, rights-based services on the ground.
This initiative is part of the SCOPE project – Amplifying Community Voice for Prevention. SCOPE aims at strengthening community engagement at local and regional levels to reduce the gaps in access and use of HIV combination prevention interventions by populations that are most affected by HIV and inadequately served by the current service offer.
