A common challenge is that community and civil society are not seen as experts on health financing – one of the three core dimensions of universal health coverage (UHC) policy.
Frontline AIDS has developed a discussion paper to try to demystify and explain the concept of pooled financing for health so that civil society and community groups are able to engage with UHC policy-making nationally.
The paper focuses on pooled financing and the economic impact of health expenses on individuals. It does not cover the other challenges to improving access to health care or the quality of services.
