More than 100 participants from 35 countries attended this 3-day planning and technical consultation. This report, which is part of a CD-ROM of key HIV/AIDS publications, addresses the main objectives of the meeting:• To review progress in meeting the goals set out in the Dublin Declaration;• To review the WHO/UNAIDS “3 by 5” Initiative and progress in achieving universal access to antiretroviral therapy in Europe• To review the status and dissemination of revised WHO HIV/AIDS treatment and care protocols and harm reduction knowledge hub training modules;• To plan and identify resources for joint advocacy activities.
