From Declaration to Accountability: The Dublin Declaration

Second progress report on its implementation in the WHO Europe region in preparation : governments and civil society requested to report by 1st November 2009

The “Dublin Declaration on Partnership to Fight HIV/AIDS in Europe and Central Asia”, adopted in 2004 by the governments of the WHO Europe region, recognised the principal factors contributing to the spread of HIV/AIDS, reaffirmed the Declaration of Commitment on HIV/AIDS adopted by the UN General Assembly Special Session (UNGASS) on HIV/AIDS on 27 June 2001 and subsequent international commitments and agreed 33 points of action to “accelerate the implementation of the Declaration of Commitments on HIV/AIDS”.

Action 33 in the Dublin Declaration specifically calls on the European Union and other relevant institutions and organisations, in partnership with UNAIDS to establish adequate forums and mechanisms including the involvement of civil society and people living with HIV (PLWH) to assess progress at regional level every second year.

Under the auspices of UNAIDS, the WHO Regional Office for Europe, through funding provided by the German Ministry of Health, published the first progress report in implementing the Dublin Declaration and the Policy Brief of the first progress report in August 2008.

On 1st April 2009 the European Aids Treatment Group (EATG) and AIDS Action Europe (AEE) co-organised in the European Parliament in Brussels a lunch debate on “From Declaration to accountability – Progress on implementing the Dublin Declaration on partnership to fight HIV/AIDS in Europe and Central Asia” with a wide-ranging audience comprising representatives, public affairs consultants, representatives from the European Commission and members of the European Parliament. The meeting was co-hosted by MEPs Peter Liese (EPP) and Georgs Andrejevs (ALDE).

Second progress report

At the end of 2007 the Commission requested the European Centre for Disease Prevention and Control (ECDC) to construct a framework in order to monitor the Dublin Declaration on a more systematic basis. At the Commission Think Tank on HIV and AIDS meeting in April 2008, ECDC presented a proposed monitoring framework to monitor the Dublin Declaration.

In November 2008 ECDC launched a project to monitor the progress in implementing the actions set out in the Dublin Declaration. The goal is to publish an indicator-based and, more importantly, country driven report on the monitoring of progress in implementing the actions set out in the Dublin Declaration by June 2010.

This process is now ongoing, and governments of the WHO Europe region are requested to provide feed-back to the questionnaire by 1st of November 2009. The questionnaire also includes feedback by the HIV community.
