A discussion paper authored by EATG Policy Working Group Chairs Peter Weissner and Raminta Stuikyte addressing key prison health principles and the issue of ministerial responsibility for the health of prison populations. This paper is intended to generate discussion on shifting responsibility for the stewardship of prison health from the Ministries of Justice or the Interior to the Ministry of Health.
